If you have Wifi at your place, you sure can! you start uip the game, go to your town gates and talk to the guy/ dog on the right. he'll set it up for you.
Also, the questions the lady asks you will determine what your hair looks like in the end. If you want to cheat, you can look it up to see what you want, and what you should answer.
I haven't played in about a year, so my town is probably at 100% weed capacity, though at one time I had it at perfect and got the golden watering can!
